The Windows API (all versions) is usually the resampling culprit for USB audio.
The http://www.usbpre.com site has a good description of USB audio
gotchas under various operating systems.

if you ever get screwed in an online purchase, contact your state attorney.
they will refer you to the FBI internet fraud division to file an actual
criminal complaint. contacting the police in the area of the alleged
scammer seems to help too. 30 minutes after i did these things, christy
hatfield appeared out of nowhere (our first contact since she received the
$$$ 2 months ago) and CALLED me !!! it seems the detective from Irving pd
actually followed up...that was friday; on tuesday i confirmed the tracking
# and something (hopefully an ADK) is on the way. thanks to the folks who
pointed me in this direction, but i won't know if it works until i give it a
test run.
there is still the hhb she sold DOA to someone for $1600...he is still owed
some repair funds and i will help in any way possible....what a piece of
work this "taper" christy has become...there but for the grace of god goes
us....if there is anything positive about this, it's that in the absence of
being able to tape i remembered why i got into this in the 1st place...i'm
in for life fellas.
anyone got a pair of cmc641v's they would part with for $2000 in three weeks
? contact me offlist if this is you.
WOB - however many want a couple of shows...B&P style, trades for Tony Rice
Unit and John Hartford always welcome...just added some nice steely dan!
