I have a DAT cartridge with a little loop of tape hanging out. After I
snip the loop, I'd like to transfer the two pieces to two separate
cartridges. How do you do that? Where can you get empty cartridges?

Don't do that. Open the cartridge, and rewind the tape by turning the
hub (stick your finger or a pencil eraser or something in it). If the
tape is stretched or creased, you'll lose signal around that spot; but
cutting it will cost you more.
